The House approved President Joe Biden’s COVID-19 stimulus bill of Representatives on Wednesday,    March 10, 2021. The Rescue America Plan was signed into law the following day by the president.

The bill consists of six different categories of how the money will be distributed:

  1. Money for unemployment insurance.
  2. Reopening schools to full-time, in-person teaching for K-12.
  3. Small business, landlord, and renter assistance.
  4. The expansion of Obamacare will help more people get vaccinated.
  5. Boosting the child tax credit.
  6. Vaccine development and distribution.

House Speaker Nancy Pelosi (D-Calif.) called this plan “a beacon of hope for America’s families.”

Biden’s COVID-19 stimulus bill includes $130 billion to allow for a return to full-time, in-person teaching, $50 billion assistance to small businesses, $5 billion for energy and water costs, and $25 billion in rental assistance-on top of the $25 billion in previously approved relief).

In the first significant expansion of the Affordable Care Act, also known as Obamacare, since its passage in 2010, the bill provides $34.2 billion to expand health care subsidies. Additionally, there is a 1-year increase in the child tax credit of $3,600 per child under age 6 and $3,000 for children up to age 17. The current tax credit is up to $2,000 per child. The plan also expands eligibility to families who make no or very little income each year.

Republicans Tried to Slow Down the Bill

Biden's Republicans pulled out all the stops in attempts to delay voting on the legislation. As a tactic to slow down the bill’s passing, under the guise of educating the American public, Sen. Ron Johnson (R-Wisc.) forced the Senate to read 628 pages of Biden’s COVID-19 stimulus bill out loud on the Senate floor Thursday, March 4. He took more than 10 hours as a tactic to slow down the passing of the bill.

Other Republican Senators filed and debated about a fourth of 600 amendments, which consumed more than 24 hours of the voting session. Georgia Republican Rep. Marjorie Taylor Greene forced the House to delay debating and voting on the stimulus bill by forcing a vote to adjourn House proceedings ahead of the debate.

In the end, Biden stated that this is “one more giant step forward” in delivering on his promise that “help is on the way” via six ways of presentation.
